Maybe?
Look at the larger storage bags that you hook a vacuum to. After sucking out the air they really do a good job of compacting them. Do not know how they will work on a double. But does ok on the lighter weight single ones.

I am going on a cruise ship in July, and i need a waterproof bag (not a case or housing, too expensive and don’t need one, don’t intend on diving with it) to store the camera in while i travel up the Dunn’s river falls (not going into the water), but may drop, you know how it goes. Looking for a cheap waterproof bag.

Ziploc 1-gallon freezer bag. The freezer bags are a lot sturdier than the sandwich bags. Double-bag if you’re concerned. Don’t keep it in the bag until your water trip to avoid damaging the bag, and wrap it in a towel or something to keep it from getting hit or scraping against something in your gear and getting cut.
